The Preconf Router is a highly sophisticated server, run by Spire Labs, that converts signed transaction requests into complete preconfirmation requests - and routes them to the correct preconfer. One of the primary responsibilities of the Preconf Router is to price preconfirmations on behalf of users, an extremely sophisticated task that requires a broad market understanding.

The Preconf Router run by Spire will be open source, and we fully expect competition to emerge (Routers are completely permissionless) that drives costs for users towards zero.
